It was tied to the project units and you had to alter a dimension style to not use the project units settings in order to use it. This means your dimension styles can continue to depend on the Project Units as well as suppress the spaces in dimension values. The option for Suppress Spaces exists in the the Project Units dialog.

In the project environment we cant change the position of elements by selecting a dimension string first and then editing the value.
