It was used to meet demanding passive fire protection objectives as part of a major project to upgrade the historic Victorian Market hall.

This project has been identified as one of the many early action projects of the Greater Hartford Mobility Study which is being undertaken by the Department to develop a comprehensive program to improve the transportation system and address mobility within the region. There is also an open 5-story staircase on each end.
