Consultations last year had an initial threshold of 30m for second staircases in new schemes which has already been adopted in London and subsequently led to the shelving of a series of planned new residential schemes.

Wates Residential is working on a joint venture with Havering Council on a £1.5bn programme to revamp 12 estates across the borough. “Both parties will continue to work together to establish the best way forward. ”

Cost consultant Arcadis has warned that the second staircase rule in the Capital will set back tall residential projects in procurement by up to 9 months. The firm also warns that the delay will be felt across the country once the Government introduces proposals for 11-storey and above block of flats across the country.
